Notification of acquisition of residence permit or second citizenship to a citizen of the Russian Federation

The law allows Russian citizens to obtain citizenship of other countries

After obtaining a second citizenship or a permanent residence permit in another country, a Russian citizen is obliged to notify the executive authority in the sphere of internal affairs or its territorial representation, and when abroad – the Russian embassy or consulate. It is also possible to submit a notification via Gosusgoservices.

A Russian citizen who has obtained permanent residence or a second citizenship in another country must submit a written or electronic notification to a state agency of the Ministry of Internal Affairs

If the principal applicant is unable to do so, the information may be provided by his or her legal representative, which also applies in cases where the second citizenship is obtained by a person who has not reached the age of majority or is incapacitated.

The need for notification is eliminated if the applicant permanently resides abroad, however, when returning to the territory of the Russian Federation, he/she is obliged to inform about the second passport. Providing information on a second passport is also not required if this has already been done when obtaining Russian citizenship.

Russians can submit a notification of the acquisition of a second passport to the Main Department of Internal Affairs of the Ministry of Internal Affairs of Russia, via Gosu Services (in the section Notification of the acquisition of a foreign residence permit or second citizenship), or to diplomatic or consular offices of the Russian Federation abroad.

Notice shall be given in writing. When using Gosuslugi, the required documents are attached as electronic copies (scan of Russian passport, scan of foreign passport, scan of residence permit).

The deadline for submitting the notification is 30 days from the date of obtaining second citizenship or permanent residence, or from the date of return to the territory of the Russian Federation for those who reside abroad. Failure to notify of the second citizenship within the specified period shall entail an administrative fine of 500 to 1000 rubles. Hiding the fact of obtaining a second passport may be qualified as a criminal offense and may result in a fine of up to 200,000 rubles or correctional labor up to 400 hours, as well as a ban on leaving the country.
